Dear President Bush:
Former President Jimmy Carter continues to flaunt the spirit and intent of the Logan Act by his self-appointed role as negotiator with sworn enemies of the United States. If federal law like the Logan Act is not enforced, then it becomes a mockery of justice and the law is worthless.
For the record as you know, The Logan Act (18 U.S.C.A. § 953 [1948]) is a single federal statute making it a crime for a citizen to confer with foreign governments against the interests of the United States. Specifically, it prohibits citizens from negotiating with other nations on behalf of the United States without authorization.
Mr. Carter has no business doing what he has been doing to undermine the official policies of the US State Department. As a citizen, Carter has no authority from you or Congress for his meetings with foreign leaders as a de-facto representative of the United States. His continued breaking of the Logan Act has emboldened others (for example House Speaker Nancy Pelosi et. al.) to emulate his actions with our enemies. I would encourage you to admonish the Congress to step-up to their sworn responsibility to protect and defend the Constitution and Laws of the United States and proceed to take legal action against Mr. Carter to cease and desist from such further trips that clearly violate the Logan Act.
